Bowl? Vase? Lamp part?

Small circular bowl? vase? with foot on bottom, and two hole openings in the top and bottom. Flower decoration on top half, feather? on bottom half. Bottom half has ribbing. Background glaze is light blue with unfinished white rim on top.

What is this piece? Is it actually Delft? Is it part of something (Is there a piece missing)? What would it be used for? Thank you for your help.
