It is quite hard to say something about this object. There are specific watch-stands made of Delftware, but they look very different to this version: for example this watchholder. These Delftware stands can be dated from about 1750. Maybe the Delftware of this object was part of something else and the metal rod and watch might have been added in a later period. For me this object looks more English than Dutch. The date of the clock might also give some insight to the date of this watch stand.
Can you send a picture of the top. I think it's a flower brick or the base of a tulip holder. In my opinion this is English delftware.
