Blue and white charger unknown origin

Heavily fritted border; chinese-style decoration; 3 spur marks as seen on Dutch pieces, but also an unglazed foot rim; marked on the back but I have not been able to identify it.

This plate has many similarities with delft ware but I am not sure it is Dutch. I bought it with some antique French plates. Can anyone please help me to identify this piece? Thank you.

Thank you very much for your reply!  I have been searching for similar items made in other countries, but all the comparisons were unconvincing and I kept returning to the idea that it is Delft.  I really appreciate your confirming that for me.  Thank you!
