Thank you so much for your reply and your assistance. I believe you have it correct with 1969. I never would have sorted that out on my own. Perhaps one day I will learn the painter's name/initials as well. It is a small thing I got from my mom when she passed away nearly three decades ago, so the value for me is sentimental.  Also, thank you for pointing out that it is Delvert style.  I was unaware of that and I see that means it is more green than blue.  That is good information.
