In my humble opinion, a 19th century French reproduction? Louis Poterat in Rouen, but especially the later faience factories in France (Nevers, Saint-Cloud, and later Samson), were active in the 17th, 18th, and 19th centuries in replicating Delft Blue, Chinese porcelain, and other popular styles. Delft Blue was very popular in France."Lambrequins" and "Broderies": The characteristic style of Rouen faience (and the early porcelain of Louis Poterat around 1690) included decorative borders of textile-like or waved motifs, known as lambrequins or broderies. The intricate curls and borders on your tulip vase could be a later interpretation of this French decoration, mixed with Delft style.

Presumably, there are experts here who can confirm or adjust.
