Probably Frisian. Harlingen? Makkum? Such plaques were made almost everywhere in the Netherlands, but the underside is reminiscent of Tichelaar (although not marked), as can be seen in the image below from the Tichelaar catalog (1868-1963). (See below).

Presumably a view of the inlet of the Veerse Meer towards the canal. (with some poetic interpretation by the painter).

The city of Veere is located in the Netherlands, in the province of Zeeland, on the former island of Walcheren. Regarding waterways: It lies directly on Lake Veere. It is also situated on the Walcheren Canal, which connects Lake Veere to the Western Scheldt at Vlissingen.
