This is made by Regina from Gouda.

Regina was a pottery factory in the Dutch city of Gouda, founded in 1898. They made earthenware in the Delft style from 1935 to 1979. WB stands for Van der Want and Barras. So, it's not authentic Delft, but it is hand-painted.
