This is hand-painted and crafted by De Delftse Pauw, founded in 1954 by Theo van Tienen (formerly director at Oud Delft). It was an iconic pottery factory in Rijswijk, on the border with Delft. Van Tienen worked closely from the start with plate painter Jacques Bitter, who had previously worked at De Porceleyne Fles. Together they produced numerous hand-painted pieces. Probably painted by Wim van Baalen. In the photo below, second from the right = Theo van Tienen and in the middle = Jacques Bitter.
