In my humble opinion, this is only partly hand-painted with a fake brand. Only the middle surface seems to have been painted and the edges repainted. . The colors do not match what the Period should be, the brand here would refer to Jacobus Harlees but poorly applied and the bottle is missing. It cannot be attributed to Dirk Harlees either, as he signed with DHL and again with the bottle. Furthermore, the figures in the edge seem to be identical, which in my opinion points to transfer technique. I also don't see any proenen (baking marks at the rear).

I agree with Franky that this is a fake mark. The shape of the plate and its color are not characteristic of Delftware. However, I do believe it is hand-painted, but the images aren't sharp enough.
