Can anyone please identify the makers mark and approximate year of manufacture? Many thanks.

I would think 1680-1710. There is no makers mark, only a 2 and a 3. The cyphers were sometimes used for a size, or a style and sometimes maybe for a batch or even to match a tureen to a lid.
