This is made by Chemkefa . around 1975 

Chemkefa is the abbreviated name of Chemisch Keramisch Fabriek. The manufactory was founded by a former Sphinx employee Leendert Zwikker after the Sphinx closed in 1969. Chemkefa was based in Maastricht. It was specialized in blue and white decorative Delftware loaders with traditional Dutch Scenes. Chemkefa uses a very dark blue color. Also - even if marked Handwerk - it is not handpainted but transfer technique and adjusted bij hand. 

I have a similar one 42 cm as shown below made by Ram Arnhem. Also here it is transfertechnique and only the edge is handpainted.

many of these typical Dutch scenes were used by various factories, whether hand-painted or not.
