This is Dutch Delftware around 1700-30. In Dutch a " Plooischotel ", a lobed dish.

The origin of this type of lobed dish is often attributed to the Northern Netherlands rather than specifically to Delft, as they were produced in several locations. In my opinion it has been made between 1650 and 1680.
