This seems to be typical export (tourist) 'delftware', meaning it is made in the style of Delftware, but is not made in Delft and of a much later period. The fact that Holland is mentioned in the decoration as well as the windmill scene and the heart cutouts are all not related to antique Delftware. Judging by the material visible on the bottom, this is slipcast.
