Ceramic (?) napkin rings with windmill scene.

There is a hand painted mark inside each ring which reads, “Hand Painted Blue Delfts.”

Each ring is slightly uneven, indicating that they were handmade, as well.

Is this set authentic? How can I tell who the maker was and when they were made?

Sadly these rings are not what we call authentic Delftware. They were probably produced around 1900 and that could have been done in Eastern Europe for the Dutch souvenir market.
