This is assumed to be a candle holder. It has blue and white decor of a windmill. The sides have an odd design almost of an eye with lines. The back has a marking that says DBK with a crown above it. Th shape is more of a tea cup shape with a hollowing in the shape of a shoe with a small round handle.
