This is a round charger Plate. Surface design looks to be painted beneath the glaze, with painter's name. Stamp on the back, I'm guessing recent factory creation.

Based on the mark shown in the pictures, this could be a plate by Mosa (L. Regout) or another factory from Maastricht, such as Societé Céramique, P. Regout. The name 'Delft' here refers to the style, rather than the location. It is a scene that very well could be from a real Dutch place, but nothing specific comes to mind. Perhaps other experts on this platform could say more about the maker's signature on the back.
