This is made by Elesva. 

 It was founded in Amsterdam and Leiden in 1919 and has continued to produce Delftware up to the present day. So not authentic Delftware. Your Item is most probably from around 1970-1980.

Elesva pieces often feature traditional blue-and-white designs, including windmills, floral patterns, and other decorative motifs.
