Is it marked ? Without more detailed pictures an for sure a picture of the botom difficult to say. In my humble opinion at first sight i don't think it's Dutch. Rather foreign. Persia ?

Hi Franky,

Thanks for getting back to me.  There are no marks.  Interestingly, I was just told that it could be a French imitation by Geo Martel from about 1900.  
It’s a shame it’s not Delft, but it still has a charm.

Based on the images, I believe this piece was produced around 1900 at the workshop of Geo Martel in Desvres, France. His factory specialized in faience that imitated 18th-century Delftware, and your tea caddy has all the hallmarks of his production.
