This seems to me to be Belgian pottery from Doornik . A T with a dot . Why a T and not a D?
Doornik is the Flemish name, the original Walloon name is Tournai. In Belgium, blue and white was also produced, such as by Hubert Bequet from Quarengnon.

Tournai was known for his blue and white faience that was strongly inspired by both Delftware and Chinese porcelain.

The bottom of the plate shows a somewhat coarser, thick tin-glaze layer, typical of French-Belgian faience (something different from the often slightly finer Delft pottery).
The shard appears to be light grey/white — again typical of Tournai.

Below is another example of Tournai blue.
