I am afraid you ask your questions on the wrong website, values are never discussed here.  Your description of the plate sounds accurate but it is not tin-glazed, the craquele is not consistent with that.

Since the year code and the details of the pottery artist are missing from your plate, it appears that your plate is not part of De Porceleyne Fles's production. It is not tin-glazed.
